Shipping Snails in US with permit?

I applied and received a PPQ 526 permit a few months back (I live in Boston, MA). I'm sure I could find out from the USDA (it didn't seem to be on their site), but I figured I'd ask here first, as they aren't always the most responsive. 
Does anyone know if the person receiving the snails needs the permit as well? (If they are in the US)
Any info would be appreciated. Thanks!

From what I've heard I'm pretty sure the receiver needs a permit too. Anyone shipping or receiving live snails across the state lines needs the permit.
