So recently I had a pet snail who had retraction syndrome, he is not moving as he used to and doesn't come out of his shell. I touched his legs and it is very stiff, is he hibernating or is there someething wrong in general.
My second question is how can I find a snail in the summer. I don't tend to find any anywhere I look.

Most of snails will aestivate during summer! They will hide very well, in order not to be found by predators, so if they did a nice job in hiding themselves, you should not be able to find them.
Your snail is probably aestivating too, and I suggest not to wake her up... They go to sleep to avoid the warm and dry weather, not good for them at all, and also to recover/save energies that they will need in their activity periods! You can wait until you'll have some good rains, as in the wild that is the moment that they would wake up, when it rains outside you can mist some water on her!
