Slightly Confused & Maybe Worried

Dog people? My neighbor's dog always behaves like super weird, and its concerning. For hours (yes, you heard me, HOURS) this poor this just screams and yelps and cries and scratches at its face in their yard. It had a cone on a couple weeks ago, so we figured our neighbors had gotten them fixed or something, and they were quiet during that period of time so we figured that had helped it out, but now the poor thing's screaming again its been doing it for like a year straight, and its owners seem to be completely unfazed by it. Any ideas what might be ailing the poor thing?

I dunno if they do anything to cause the dog to behave like that, we never see/hear them yelling at it, hitting it, etc. when its outside, but it just yips and whines constantly. i know a plant can cause that kind of reaction, but the specific plant isn't native or really present where I'm at.
