Can you send garden snails through the mail? I have a friend in another state who wants one I don't know if it's legal.

Legally, it would be breaking the law to transport H. aspersa across state lines. It's one that's considered a pest species in the USA.

If it was a mystery snail would it be illegal? You need a permit?

Mystery snail, as in the aquatic kind? Those are a popular aquatic pet and I believe you can mail them legally.
If you get a permit it would not be illegal.

Asperas would it still be illegal? Like can you get a permit for that even though it's considered a pest?

It would be legal if you/she got a permit for you to send her those snails. However you will not be able to get a permit to send these snails, the permits are very particular and generally are only for scientific research/education. Never for pets.

They dont. If you read their website they say "Please be aware at this time we only have distributors in California." so what they mean is they have someone in california who can ship elsewhere in california. because you don't need a permit to ship within state lines. they say anyoen elsewhere needs a permit. They then offer permit consulting so if you are not in california they can try and get a permit for you to recieve snails, but of course you might not get one. permits are specific as in they want to know who they are going to and why, i dont think you can get a general permit to ship out to anyone on your own validation
Edit: i should have included or as food on the previous post.
