Do you need a permit to breed helix asperas? Do you need a permit to sell them? Do you need/ can you get a permit to mail them? I'm confused

The permit is needed to ship across state lines. breeding and selling them is fine (it just matters when you go across state lines).

Yes, you definitely have to contact the USDA, and more specifically the PPQ branch (plant pest quarantine). I also think I read that helix aspersa (being a pest species) has to be euthanized in an approved manner (they cannot be kept forever as pets legally).

Got it Technically not, but since C. aspersum (aka Helix aspersa) is not native anywhere in the USA, you should try to avoid shipping it if you can. Other people may release it in their area of the state and contribute to the spread and establishment of a non-native species. If you're shipping to a friend you trust it's not a big deal, but selling them to a number of different buyers in your state would be a bit worrisome.
