My Rumina decollata buried themselves a month ago and they have yet to come out to eat anything . The terrarium is so soaked it reeks but they still refuse to eat anything and it's worrying me, what should I do?

What temperature is their enclosure? What kind of snails are they? Many species of snails will burry them selves and sleep during the winter months (similar to hibernating but a little deferent for snails). Do they smell bad? You will want to make sure they are alive. Just get some room temperature water and put the snail in it for a few seconds then take them out and it should come out, of it doesn’t it may be sick or dead. After bathing the snail if it still doesn’t stir then watch it’s breathing hole for a few minutes and see if it opens to breath (they are slow breathers so you’ll want to watch for a minute or two). Is it’s mantle swollen? What are you feeding them? I would recommend making sure the food is fresh and the temperature is right and provide a source of calcium. Boiled carrots and boiled, deshelled peas are great food.

The terrarium is so soaked it reeks Sounds like it's far too wet - most land snails don't actually like soaking swampy conditions. Rumina decollata are native to the Mediterranean area and would not be used to constant wet conditions. Change the soil for drier, fresher substrate (mix a little of the old substrate in) and don't spray it so much.
