There is a USDA regulation in the US which prohibits moving land snails across state lines (unless one has a permit). This regulation applies to snails that infest plant products, but there are a few snails which I don't believe fall under this category (mainly tree snails) and I'm emailing the USDA as well as the fish and wildlife service to sort it out. Hopefully I will have an answer soon.

Hello! I'm hoping to buy some snails in the new york area, or have some shipped there. Does anyone have any leads?! Thanks!! When I think of New York, Cepeaea nemoralis and hortensis immediately come to mind, so if you live in an ultra urban area like NYC or something, you may to have to drive out to more suitable areas to find them. There was member on here from NYC that reported finding nothing from that city.
